Pan African initiative for Digital Transformation of Technical and Vocational Education and Training and Skills Development Systems in Africa

"A prosperous Africa based on inclusive growth and sustainable development"

Officially launched on March 9, 2021, the Pan African Initiative for Digital Transformation of TVET and Skills Development Systems in Africa aims to ensures the digital transformation of TVET and skills development systems so that everyone is empowered to adapt to this new reality.

As part of this continental initiative, one of the objectives is to set up a "a regular and sustainable mechanism for the evaluation, monitoring and discussion on progress in the digital transformation of TVET and skills development systems in African countries". It is in this perspective that IIEP-UNESCO Dakar joined the Initiative to coordinate the production of a report on the state of play and the prospects for the digital transformation of TVET and skills development systems in Africa.

This report will serve as a baseline on the situation of TVET systems in Africa at the launch of the Initiative, in order to lay the foundations for the support to technical and financial partners in this area. The study will start in the second quarter of 2021 and will also serve to shed light on future prospects for a better implementation of digital technology in TVET and skills development systems.

On June 8, 2021, at 12:00 GMT, the first cohort of the Initiative has been held.

The launch panel has been moderated by Mr. Véronèse BATCHAGNA, Managing Director of Ericsson Cameroon, Mr. Alfie Altaaf HAMID, Regional Partnership Director of Cisco South Africa and Mr. Thierry COILHAC, Education Director of Orange Group France. Moderation was provided by Ms. Mona LAROUSSI, Director of the Institute of La Francophonie for Education and Training (IFEF).
This virtual ceremony has recorded the participation of more than 100 personalities from 8 French-speaking and English-speaking African countries. These participants have discussed the theme of developing / updating and implementing a digital transformation policy and strategy for TVET and the skills development system.

What is the objective of this Initiative?

This initiative was set up in January 2021 by UNESCO and its partners, as part of the African Union's Continental Education Strategy for Africa (CESA 2016-2025) and in connection with the Education 2030 Agenda.

With the rapidly changing job market and its social and economic influences on individual lives, the Education 2030 Agenda and the Continental Education Strategy for Africa (CESA 16-25) both stress the need to rethink TVET and skills development systems.

Information and communication technology (ICT) and digital skills increase inclusion for people from marginalized and disadvantaged groups. ICT-enhanced pedagogies can help build an inclusive society where all persons, regardless of their status, are equally supported to grow socially and economically. By innovating the pedagogical approaches to both formal and informal TVET, ICT can improve the transversal skills and therefore the employability of workers.

Hence, the purpose of this Initiative is to create an ecosystem that will enable the digital transformation of TVET and Skills Development Systems in Africa in the upcoming years. This ecosystem will be created through these 5 key components:

The Pan African training program ;
A National Network for Digital Transformation ;
ICT’s and Digital in TVET Day established in African countries ;
Regional Centre of Excellence on Digital transformation in each Regional Economic Communities (RECs) ;
Knowledge sharing and monitoring mechanism on the state of advancement of the Digital Transformation of TVET in Africa (Platform, continental report, national reports).
