The African Network of Vocational Education and Training Institutions and Funds (RAFPRO) organized from November 16 to 18, 2021, in Saly-Portudal, Senegal, a regional workshop on the financing of vocational education and training for its members and multiple actors of vocational education and training, public and private, in Africa.

General Final Report of the RAFPRO Regional Workshop

Context: 

RAPFRO is a framework for periodic consultation between member institutions and funds with a view to exchanging experiences and sharing knowledge and good practices on an ongoing basis.

Based on the evolution of the different member funds, RAFPRO considers it necessary to initiate a debate on the problem of mobilizing sustainable resources for the financing of vocational training, with the aim of projecting the member institutions and funds into the challenges of the future.

Thus, RAFPRO, in collaboration with technical and financial partners, organized this workshop to share knowledge and experiences in order to explore possible courses of action and innovative solutions for optimal financing of vocational training through specialized institutions and funds. In this regard, the Fonds de Financement de la Formation Professionnelle et Technique (3FPT) of Senegal, a member of RAFPRO and with good experience in public/private partnerships, was selected to host and organize, under the aegis of RAFPRO, the workshop on alternative modes of financing vocational training.

Overall objective:

The overall objective of the workshop was, through high-level exchanges between RAFPRO managers and experts, public sector actors, private sector and civil society actors as well as technical and financial partners, to deepen concepts, tools, current practices and methods likely to improve and diversify strategies for mobilizing and managing funding within the Network.

Targeted themes and methodology:

After the opening of the workshop, it started with a conceptual framing presentation on the central theme "alternative modes of financing vocational training" to address the issue of financing vocational education and training in Africa.

The workshop was introduced by experts mobilized for the occasion who made a specific presentation on each theme. The participants then discussed and shared their experiences and approaches during group work on sub-themes.

Thus, the themes selected for the three days of workshops were

Theme 1: Overview of vocational training financing in Africa
Theme 2: Financing vocational learning
Theme 3: Digitization of TVET in Africa: what role and opportunities for the Funds?

Partners: 

In order to organize this event, RAFPRO has mobilized its technical and financial partners who have joined together in a committee to support the various aspects of the organization. These partners are

  • the Luxembourg Agency for Development Cooperation (LuxDev) through the European VET-Toolbox facility;
  • the Archipelago program of the European Union (EU);
  • the International Labour Organization (ILO);
  • The Africa Office of IIEP-UNESCO Dakar.
