Based in Dakar (Senegal), the IFEF is a subsidiary body of the OIF and its main mission is to provide the member states and governments of the OIF and its partners with technical expertise for the development, implementation implementation, monitoring and evaluation of their education policies to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.
Its creation was decided by the heads of state and government, who met in Dakar in 2014 for their 15th Summit.
