This webinar launches a new initiative by UNESCO-UNEVOC to bring together digital skills and competence frameworks in an online portal. The work is led by Graeme Atherton, Glenda Crosling and Angela Lee from Sunway University, Malaysia. Across the world over recent years, governments, international organizations and the private sector have been developing frameworks for digital competence which support citizens, policy-makers and practitioners to understand the skills required in the 21st century digital world. In technical and vocational education and training (TVET), the development of students’ digital skills and competence play a key role in preparing them for effective functioning in the digital economy and society. The webinar includes inputs from organizations leading on the development of digital competence frameworks at the country and international level. IIEP-UNESCO Dakar has organized an e-conference to promote knowledge sharing on the challenges, opportunities and possibilities of the digital transition in national TVET systems. The conference’s goal was to share the experiences of TVET actors across Africa, to collect ideas, reflections and practical proposals for a better implementation of digital technology in national skills development systems. The specific themes of the conference will be released in October. To continue the debate: registrer at the Forum for TVET in Africa launched in May 2021.

The global shift to distance and online learning in response to COVID-19 has accelerated the need to develop solutions at the TVET provider level and share good practices and guidelines pertaining to choosing digital services and tools. During the ongoing crisis, digital solutions have become a necessity, offering teachers the means to connect within their organization, and with students and social partners. At the organizational level, digital ecosystems have suddenly flourished and become a lifeline, enabling learning to continue. Yet, many aspects must be considered when choosing a digital approach: connectivity and device-related limitations, diversity of users and their digital competence, desired pedagogical approaches, readiness and availability of support services, budgetary concerns, and possible rules and regulations pertaining to storage of data and privacy. For digitalization to be successful, it is important to understand different perspectives: management, IT support and TVET teachers. What might be the ideal solution from a certain perspective, might not work on an institutional level. This webinar showcases different types of approaches and solutions and will address decisions on institutional services, such as learning management systems, as well as collaboration tools that can improve the quality of teaching and learning.
